Earlier this month there was speculation that Dish planned an LTE network and wanted more than just accumulating spectrum. Dish hopes to launch an LTE-Advanced network under the brand "Ollo", which is spectrum acquired from DBSD North Americe and TerreStar networks. They plan to use the S-band spectrum and will need four years after 3GPP validates their S-band spectrum for 4G use, which is expected to happen in December. The delays seem to show that Dish may be stalling to drive up the pricing of their spectrum so they can sell it at a later date. As LightSquared recently filled Chapter 11 bankruptcy it would be a good time to enter the market and try to compete with larger carriers like Verizon and AT&T.
