President Barack Obama said he wants 98 percent of Americans to have access to a high speed internet connection within five years, according to his 2011 Sate of the Union Address. In his nationally televised address, Obama said “within the next five years, we will make it possible for businesses to deploy the next generation of high-speed wireless coverage to 98 percent of all Americans”. This proposal is called the National Wireless Initiative, and is designed for rural areas where no high speed internet options are available. To the make this possible the FCC has targeted TV broadcast spectrum to free up spectrum needed for the wireless broadband service. Rather than force companies to give up spectrum, they've proposed a voluntary auction that would allow broadcasters to share profits from spectrum they auction off.
